Established the Institute of Plant Environment

Consolidated the National Sericulture and Entomology Research Institute

- Established the Department of Agricultural Biology (Integrated the Crop Protection Department and Sericulture & Entomology Department), and the Department of Agro-Food Safety
- Established the Institute of Rural Resources Development: Reorganized the National Rural Living Science Institute
